For years Dolores Lucero has watched local government on her own time and her own dime: researching, filing complaints, requesting records and showing up at the podium. Some of those complaints became state cases. On Nov. 3 she asks Shasta Lake voters to send her back to the Shasta Lake City Council, where voters recalled her from her seat in 2012.
